I checked dumpfeats and dumpfeats.sh and found that differences between them were header only.

% diff ./dumpfeats.sh ./dumpfeats
0a1,2
> #!/bin/sh
> "true" ; exec /work/zen/festival/bin/festival --script $0 $*

Please modify the above lines for your environment, append them at the header and save as dumpfeats.
