Sorry, no.
Because they are trained using ATR's proprietary speech database.
They are not freely available.
Furthermore, one of the key technologies used in this system, STRAIGHT, is patented.

In general is there an open source repository of voices for those who
are not experts in voice/speech synthesis?

I don't know much about this but I know several open-source TTS softwares such as FreeTTS, Emacspeak, KTTSD.
Most of them are based on Festival.
