you can compile the HTS-patched HTK (using cygwin, it's quite straightforward)
orsomeone on this mailing-list with Windows installed and HMGenS compiled might be kind enough to send you the binary (though it might be blocked by your mail server because it's an .exe file). However, in this case, I'm not sure whether HMGenS is a stand-alone binary or needs some libraries (.a & .so)
