Yes, but the key problem you will face is labelling the data (unlike 
ASR, you need more than just a word or phone transcription). You 
probably don't want to do this labelling by hand...

If you've never built a synthesis voice before, you could start here:

and adapt it to HMM-based synthesis. If you're working in English, then 
Festival provides the front end that you need. If you're working in some 
other language, then it will be harder.
