Use HHEd.
If you are a beginner with HTS, downloading and analyzing the demos
(e.g., the SLT demo 
http://hts.sp.nitech.ac.jp/archives/2.0.1/HTS-demo_CMU-ARCTIC-SLT.tar.bz2 )
will help you to understand the training process in detail.
