[hts-users:02196] bap stream weight in hts demo

In the STRAIGHT HTS demo the stream weight for band aperiodicity is set 
to 0 by default in Config.pm.  Would anyone mind explaining the thinking 
behind why it isn't set to 1?

(I notice the first round of tree-based clustering ignores streams with 
weight 0, whereas the second round of tree-based clustering doesn't.  Is 
this related?)
