Hi,
all parts of festival except waveform generation are used by HTS and HTS can't be used without NLP parts (like festival). if you can make the "lab" files in any way, you can feed the hts_engine and synthesis them Independently,  but there is no standalone HTS version.
 i think the main advantage of this form is that the users are free to use any NLP modules.
