File conversion is not required.
Please, replace festival/lib/voices/us/cmu_us_slt_arctic_hts/hts/*.*.
But, some parameters in
lib/voices/us/cmu_us_slt_arctic_hts/festvox/cmu_us_slt_arctic_hts.scm
should be changed according to training condition of new voice files.
