Install other hts voices such as SLT to your festival.
They are available at the download section of the HTS website.
Then start festival and type
festival> (voice_cmu_us_slt_arctic_hts)
The above command means change current voice to cmu_us_slt_arctic_slt
After that you can achieve female speech.
